When you request a registrar change via the automaton
RELEASE operation and the new registrar requires a handshake before accepting domain names onto their tag, we will send them a Registrar change authorisation request.
If they reject the domain name onto their tag, a PGP signed message is sent from the automaton to the requesting registrar's notification address to inform them that the registrar change has not been done.
The format of the body of the message is as follows:
